It also has the lowest average income and the lowest average dwelling value of the five Rotterdam districts read so far.
Tarwewijk, Heijplaat, Oud Charlois, Carnisse, Zuidplein, Wielewaal, Zuiderpark, Pendrecht, Zuidwijk and Charlois Zuidrand. Heijplaat is a village inside the harbour ground, physically apart from the rest and reached past the docks; Pendrecht and Zuidwijk are post-war estates; Oud Charlois is the old village the district is named after.

The published summary for this district puts 51 percent of households holding one person next to 16 percent of residents being under fifteen. Both are correct. They are not comparable, because the first divides by 35,855 households and the second by 70,932 residents, and nothing in the layout says so. Reading them as two shares of the same thing is the mistake this page is about, and it is made constantly because the two figures look identical in shape.
Every one of these districts publishes a count of single-person households and a count of residents. The share halves in all five, because a single-person household holds one person and the average household holds about two.

Every rate has two halves and only one of them is usually spoken. Fifty-one percent, of households. Sixteen percent, of residents. Seventy-one percent, of dwellings. In a well-made table those bases are obvious from the column heading; in a summary panel, a slide or a sentence in a report they vanish, and what remains is a row of numbers that look like they belong together. They do not, and the size of the error is not small: here it is a factor of about two, which is simply the average household size. The same problem runs through most reporting. Hand a model the published summary for this district and ask what stands out, and it will do something reasonable with the percentages in it. Fifty-one percent single-person households and sixteen percent under fifteen will end up in the same paragraph, probably in the same sentence, described as two features of the same place. Both figures are correct and the sentence will read well. What is missing is that the first was divided by 35,855 and the second by 70,932, and that restating the first on the second base turns it into twenty-six.
So the learner practises storing rates as fractions rather than as percentages, keeping numerator and denominator together, and writing comparisons that refuse to run when the bases differ. It is a small structural discipline rather than a clever technique, and it removes an entire category of error permanently.
