Separate tables can prove limits, not an answer

When two facts about the same people are published separately, the exact overlap is lost, but it is not unknowable in every sense. There is always a smallest and a largest overlap the two facts allow, and sometimes the smallest is large enough to say something real. The mistake runs both ways: inventing an exact overlap by assuming the two things are unrelated, or giving up entirely when the limits would have settled the question. Work out the limits first; they tell you whether the published tables can answer the question or whether it needs data that was never released.

The learner writes a function that takes the two tables, a list of rows from each, and the total, and returns the lowest and highest possible overlap. Then they write a second function that actually builds a table of 6,909 imaginary trips matching both published tables, arranged first to make the overlap as small as possible and then as large as possible. Seeing both extremes built for real, from the same two published columns, is what makes the rule believable. It may well give a single figure. The tables only support a range.
