Both numbers are correct and only one answers the question

The mean of the five rates is 77.0 per cent and the wilayat rate is 57.5, a gap of 19.5 percentage points, computed before this was written. Neither figure is a mistake in arithmetic. The mistake is answering how are the settlements doing on average when somebody asked how is the wilayat doing.

For younger learners
