The Governorates System lists Haima, Mahout, Duqm and Al Jazir in Al Wusta. It identifies Haima, not Duqm, as the governorate centre.

Route planner A has the largest defined percentage but adds only four passing checks. Manifest validator B adds forty. Ranking by percentage alone reverses the absolute scale.
