# A town of 2,659 people sits on a field that has produced without a break since 1931

The short answer

Seria recorded 2,659 residents at the 2021 census, and Mukim Seria, the wider administrative unit, recorded 18,313. Around that small town sit the only refinery in the country, the Seria Crude Oil Terminal and the Brunei Shell Petroleum headquarters at Panaga. ## Small town, large plant, and a field that has never stopped

The numbers below are worth knowing because they explain why a fixed local class here is difficult and an online one is not.

Seria lies sixty-five kilometres west of Bandar Seri Begawan and covers a municipal area of 1.56 square kilometres. The town itself recorded **2,659** residents at the 2021 census. The mukim that surrounds it recorded 18,313, so the two figures describe different things and are worth keeping apart; the town is roughly a seventh of the mukim named after it.

The field beneath it was located in **1929** by the British Malayan Petroleum Company. Production began in 1931 and the first export followed in 1932. By 1935, royalties from it accounted for **47 per cent of state revenue**, and between 1932 and 1959 the government received $340 million in royalties. The field has been continuously in production since 1931.

What sits around the town today is disproportionate to its population: the Seria refinery, which is the only refinery in Brunei, the Seria Crude Oil Terminal, a gas compression plant, and at **Panaga** the headquarters of Brunei Shell Petroleum along with its recreational facilities and a resident population of hornbills.

Why a fixed evening class is hard here and an online one is not

A town of 2,659 people cannot fill a class at any particular level in any particular subject, and that is only half the problem. The other half is that the adults here work to industrial schedules: shifts, rotations and postings, none of which line up with a fixed Tuesday at five. An online class solves both at once. ## A cumulative total can only go up

Every page in this cluster works through one analytical mistake. Seria has a monument to this one, which makes it the easiest place in the world to teach it.

The Billionth Barrel Monument was built in 1991 to mark the billionth barrel of crude produced from the Seria field. The learner is given that, plus the fact that production started in 1931, and asked a simple question: was the field doing well in 1991?

The trap

The answer cannot be read off a running total, because a running total never falls

The first instinct is to say yes. A billion barrels is a large number and it was reached in 1991, so 1991 sounds like a good year. But a cumulative total is the sum of everything that has happened up to a date, which means it can rise and it can stay flat and it can never, under any circumstances, go down. Its direction is fixed by arithmetic before any data arrives. A quantity whose direction is guaranteed carries no information in that direction.

The learner works out what the figure does support. From 1931 to 1991 is sixty years, so a billion barrels is an average of about **16.7 million barrels a year**, or roughly **45,600 barrels a day**, sustained across six decades. That average is real and it is the only rate the cumulative number gives you. It says nothing whatsoever about 1991 in particular, and a field producing at ten times that rate in 1955 and a tenth of it in 1990 would reach exactly the same total on exactly the same date.

So the learner plots the two things side by side and sees the point directly. The cumulative curve climbs and keeps climbing. Its **slope**, however, is the annual production rate, and slope is where all the information lives. A cumulative curve that is flattening describes a field in decline, and it is still, on the page, a line going up and to the right. Anybody reading the level rather than the gradient will report growth in the middle of a collapse.

The general rule is worth more than the example. **Ask whether the quantity you are looking at is capable of moving in both directions.** Total users ever registered, total cases recorded, total miles driven, total revenue since founding: none of these can fall, so none of them can tell you that anything has got worse. Every one of them appears in real dashboards, presented as though it were evidence. The correction is always the same, and it is one line of code: difference the series and look at the change rather than the level.

All the figures used are public and linked above. The two averages are the learner's own arithmetic, and the exercise ends by asking what the numbers would have to look like for the average to be misleading, which is a better question than the one it started with.

The question parents ask first

## Does coding still matter when AI can write it?

Ask any assistant whether the Seria field was performing well in 1991 and you will usually get a fluent paragraph built around the billionth barrel, because that is the fact the internet has about Seria in 1991.

The answer will not normally point out that the billionth barrel is a cumulative milestone and therefore says nothing about that year. It is not that the system does not know; ask it directly whether a cumulative total can decline and it will tell you correctly that it cannot. The gap is that nobody asked, and it does not volunteer the objection to its own answer.

That is the whole of what remains for a person. Somebody has to notice that the quantity being quoted is the wrong shape for the question being asked. It is a small habit, it takes a term of being caught out on data you can check to build, and it does not appear in any syllabus.

## Questions from Seria and Panaga households

Beginning with the one a shift pattern raises before anything else.

### My roster changes. Can the class move with it?

Yes, and this is the market where we get asked most. There is no minimum term and no enrolment charge, so a month paused for a rotation costs you that month and nothing further. Where a pattern is regular we can usually place a learner in a slot that matches it, and where it is not, one to one is the sensible format because the time is yours rather than a group's. What we will not do is take a booking for a slot we can already see the household will miss half of.

### Do you have anywhere in Seria or Panaga?

None in the town, none at Panaga, none anywhere in Brunei. Teaching reaches you as a live video call from India, and the number on this page is an Indian one. From your end the list is short: a computer rather than a phone, a connection that stays up for ninety minutes, a microphone that works, and a browser that has been updated recently. Nothing is purchased and nothing is installed.

### Only 2,659 people live in the town. Is a group class realistic?

It is, and the reason is that the town has nothing to do with who is in the room. Groups of five to eight are built on what each learner can demonstrate, drawn from an intake across twenty-five countries. A fourteen year old in Seria therefore works with people at their own standard instead of with whoever lives close by and is roughly the right age, which in a town of this size is the difference between having a class and not having one.

### My child is on the international programme rather than SPN21. Does that matter?

Not to the teaching, and Belait is where the question comes up most in Brunei. Placement is by watching a learner attempt one problem, which does not depend on a curriculum. ### How much do coding classes in Seria cost?

The first class is free. Group tuition is USD 100 per month for two live lessons each week, normally eight lessons monthly, in a group of five to eight compatible learners. Private tuition is USD 150 per month for one learner with one teacher on the same usual frequency. There is no enrolment fee, nothing to buy and no minimum term.

### What time would the lesson be, and does it drift?

It does not drift. Brunei holds UTC plus 8 for the whole year and India holds UTC plus 5:30 for the whole year, so the separation is permanently two and a half hours: half past seven here is five in the afternoon for the teacher. A family that has done European postings tends to find that surprising, because a schedule agreed in one season usually needs redoing in the next. Not here.

### Which days do you teach on?

Whichever days the household names, and in Brunei that is a genuine question rather than a formality, because the country does not run a single working week. Belait leans toward a conventional Monday to Friday because of the energy sector, but government households here keep the other pattern. We ask on the free call. ### Does this replace school?

It does not replace school, and nothing here is examined or certified. The addition is a run of weeks on a single piece of work with an adult who can read failing code and explain the failure. School timetables are not built to hand that to one subject. And when the correct advice is to do less rather than more, during a certificate term for example, that is the advice given.

### Do adults join from the plant?

Regularly. Ages six to sixty-seven are taught, and in Belait a good share of adult learners come from the energy sector and its contractors wanting to stop assembling the same monthly return by hand. That is a narrow, finishable goal and it usually suits one to one, often completed within a few months.

### What happens after we send the form?

A person reads it and telephones to arrange the free session. No card is asked for and nothing is charged. To be plain about it: sending the form opens a conversation and does not hold a place in any class. Course, format and evening are all settled in that conversation before money comes up.
