# The one corner of Brunei that filled up while the rest of it thinned out

The short answer

Mukim Liang held 14,301 people at the 2016 census and 16,813 at the 2021 one, a rise of 2,512 or 17.6 per cent in five years. Over the same period the water village in the capital lost about thirteen per cent. Most of that growth sits in the national housing schemes at Lumut, next to the Sungai Liang Industrial Park. A growing population of young families is exactly the situation in which local provision has not caught up yet. That gap is the reason this page exists.

## Twenty settlements, three of them called Lumut

The shape of this mukim explains both why families here have few local options and why its data catches people out.

Mukim Liang sits in the northern part of Belait district, on the South China Sea. It recorded **14,301** residents at the 2016 census and **16,813** at the 2021 one, an increase of 2,512 people or **17.6 per cent** in five years. For comparison, the six water village mukims in the capital fell from 10,250 to 8,902 across the same interval, a drop of about thirteen per cent. Liang is where Brunei added people.

In 2016 the mukim was recorded as 32.3 per cent urban and 67.7 per cent rural, and 51.4 per cent male. It contains twenty listed settlements. The industrial anchor is the Sungai Liang Industrial Park, with Brunei Fertilizer Industries on the same site.

The detail worth pausing on is how the population is distributed among those settlements, because it is not distributed the way the names suggest.

The village called Lumut is the smallest of the three places called Lumut

Kampong Lumut recorded 171 residents. Beside it, the two national housing scheme areas that carry its name recorded 2,035 and 5,605. So the settlements sharing the name hold 7,811 people between them, and the village itself is about one forty-fifth of that. Nothing is wrong with any of those figures. They are simply three separate places with overlapping names, which is an ordinary thing for a country that builds housing schemes next to existing villages, and a trap for anybody who reads the names as identifiers.

A YOUNG, GROWING POPULATION

Provision follows population with a lag, and this mukim added seventeen per cent in five years.

## A course ladder that leaves room for school

The order runs from making to explaining and only then to typing. Syntax is never the first thing anybody is asked to hold in their head. The student data project

## Join two tables on a name and you will merge things that are not the same

Every page in this cluster works through one analytical mistake. Liang supplies the cleanest example of this one anywhere in the country, and it is the single most common cause of quietly wrong numbers in real work.

The learner gets two files. One lists settlements and populations. The other lists, say, schools by settlement. The task is ordinary: how many people live in each place that has a school? They join the two files on the settlement name, because that is the column both files share.

The trap

The join turns 171 people into 7,811, and reports it without complaint

Three settlements in this mukim contain the word Lumut: Kampong Lumut with 171 residents, RPN Kampong Lumut Area 1 with 2,035, and RPN Kampong Lumut Area 2 with 5,605. Depending on how the join is written, one of two things happens, and both are silent.

If the match is loose, by prefix or by contains or by anything fuzzy, the three collapse into a single row of **7,811**. The village of Lumut is now reported as forty-five times its actual size, and every per-head figure computed from it is wrong by that factor. If the match is strict, the two housing scheme rows fail to match anything, get dropped, and **7,640 people vanish from the analysis** without an error being raised. One join, two opposite failures, and no warning either way.

The fix is not a cleverer string comparison. It is to stop joining on names at all. Names are for humans: they get abbreviated, transliterated, prefixed with RPN, suffixed with Area 2, spelt with and without Kampong, and changed when a scheme is renamed. **An identifier is a value that exists in order to be matched, and a name is not one.** Where a real code exists, join on the code. Where none exists, the honest step is to build a lookup by hand once and keep it under version control, so the mapping is a documented decision instead of a lucky string comparison.

And there is a check that catches it every time, which is the actual habit being taught. **Count the rows before the join and count them after.** If the number went up, something matched more than once. If it went down, something matched nothing. If either happened and you did not expect it, stop, because from that point every figure downstream is confident and wrong.

All the settlement figures are public and linked above. The learner writes both versions of the join, sees both failures, and only then is shown the row count check, which is deliberately the last thing rather than the first.

The question parents ask first

## Does coding still matter when AI can write it?

Give any assistant the seven settlements above and ask it to total the population of Lumut. It will produce a number, in a clean sentence, without hesitating.

Which number it produces depends entirely on an assumption it made and did not mention: whether the three Lumut rows are one place or three. Both readings are defensible. That is precisely why the answer should have arrived with the assumption attached, and it usually will not, because the question did not ask for one.

So the person is still needed for the same thing they were needed for before: knowing that a name is not an identifier, and asking which of the two questions was actually answered. That habit comes from having been burned by a join, on data you could check, at an age where being wrong costs nothing.

## Questions from Liang and Lumut households

Starting with the one a growing mukim raises first.

### There is nothing like this locally. Is that going to change?

Probably, eventually, and that is not much use to a twelve year old now. Provision follows population with a lag of years, and this mukim added 2,512 people between the 2016 and 2021 censuses. What an online class does is remove the wait entirely: the group already exists, drawn on ability from an intake across twenty-five countries, so a learner starts this month at the level the free session places them at rather than when somebody local decides there is enough demand.

### Do you have a centre in Liang, Lumut or anywhere in Belait?

Not in Belait and not anywhere else in Brunei. What happens is a video call originating in India, and the telephone number above rings there too. The requirements at your end are modest: any machine with a proper keyboard, a connection that does not drop mid-sentence, a microphone the teacher can hear, and a browser that has been updated this decade. We sell no equipment and license no software.

### My husband works at the industrial park on a roster. Can the schedule cope?

Yes, and it is a common reason families here choose one to one rather than a group. There is no minimum term and no enrolment charge, so a month paused for a rotation costs that month and nothing further. Where a roster is regular we can usually match a slot to it; where it is not, private teaching means the time belongs to your household rather than to a group.

### Which curriculum do you follow?

None exclusively, which in Belait is the practical answer. Households in this district sit on SPN21 or on the British-influenced international programme, and the year groups do not correspond. We place by watching a learner attempt one problem, which is curriculum-independent, then match the vocabulary of the lesson to the school your child actually attends. ### How much do coding classes in Liang cost?

The first class is free. Group tuition is USD 100 per month for two live lessons each week, normally eight lessons monthly, in a group of five to eight compatible learners. Private tuition is USD 150 per month for one learner with one teacher on the same usual frequency. There is no enrolment fee, nothing to buy and no minimum term.

### What time, and does it move with the seasons?

It never moves. Brunei holds UTC plus 8 all year and India holds UTC plus 5:30 all year, so the separation is permanently two and a half hours. Seven in the evening in Lumut is half past four in the afternoon for the teacher, in January and in July alike. A slot agreed once needs revisiting never.

### Which days do you teach on?

The days your household names. Belait leans toward a conventional Monday to Friday because of the energy sector, but government households in the same district keep the other pattern, and Brunei is the one country whose working week is not continuous. ### Is this instead of school?

It sits beside school and issues no certificate of its own. The thing it supplies that a timetable cannot is continuity: the same project, the same person, week after week, with somebody able to look at code that fails and diagnose it rather than saying try again. And when the sensible advice is to reduce, which during a certificate term it often is, we give that advice knowing it costs us the month.

### What ages, and do adults join?

Six to sixty-seven, and yes. Under about nine the work is ordering and predicting rather than typing. Adults are a normal part of the intake, and in this district many arrive from industry wanting to automate a monthly return they currently assemble by hand, which is a narrow goal that usually finishes inside a few months.

### What happens when we send the form?

Somebody reads it and telephones to arrange the free session. No card is requested and nothing is charged. To be clear: sending it starts a conversation and does not reserve a place in any class. Course, format and evening are all agreed in that conversation, ahead of any discussion of money.
