## Ibri is Al Dhahirah's administrative centre and largest geographic frame

Current official pages establish the place before the technical project begins.

### Three wilayats, one governorate centre

The [Governorates System](https://bur.gov.om/assets/pdf/en/governorate-system.pdf) lists Ibri, Yanqul and Dhank in Al Dhahirah and identifies Ibri as the centre. The current [government portal](https://gov.om/en/ad-dhahirah-governorate) also locates the governorate office in Ibri.

### From the Hajar slopes to semi-desert plain

Al Dhahirah's [official Ibri page](https://www.dhr.gov.om/ibri) describes the wilayat on the southern slopes of the Western Hajar Mountains, descending toward semi-desert plains.

### A historic crossing point

The governorate page connects the name Ibri with commercial caravan and convoy crossings. It describes routes toward the interior and coast, which makes time, location and version labels more appropriate than a generic transit dataset.

### A very large wilayat

The same official page gives an approximate area of 45,000 square kilometres and says the wilayat includes around 244 villages and towns. A single Ibri label therefore needs a geographic level rather than implying one compact urban neighbourhood.

### Several borders meet the wilayat

The governorate lists Haima to the south; Bahla, Adam and Al Hamra to the east; Al Khaburah, Saham and Yanqul to the north; Rustaq to the northeast; and Dhank to the northwest.

### Sunday through Thursday office week

The unified government portal publishes office hours from Sunday to Thursday. Live class times are agreed separately, but a page for Ibri should not assume that the local working week matches a generic international template.

Scale changes the meaning of current

A value refreshed for one sensor, village or service point cannot automatically describe the whole wilayat. The data model keeps location type, source, captured time and coverage beside the value so the dashboard does not hide a scope mismatch.

World Heritage evidence

## Bat, Al-Khutm and Al-Ayn require careful time language

UNESCO's record shows why dates, ranges and continuing research should never be flattened into one timeless fact.

### A third-millennium complex

The [UNESCO World Heritage Centre](https://whc.unesco.org/en/list/434/) describes Bat, Al-Khutm and Al-Ayn as one of the most complete and well-preserved ensembles of settlements and necropolises from the third millennium BCE.

### Bat lies east of the city

UNESCO places the core site in the modern village of Bat in Wadi Sharsah, approximately 24 kilometres east of Ibri. A page should not collapse the archaeological property and Ibri city into the same point.

### A serial property with distinct elements

The record identifies Bat, the monumental tower at Al-Khutm and the necropolis at Al-Ayn. These are related components with different locations, not interchangeable names for a single monument.

### Towers and settlements

UNESCO says seven monumental stone towers have been found at Bat and one at Al-Khutm. It also records rural settlements, irrigation systems and necropolises in the Bronze Age landscape.

### Research expands the catalogue

Continuous survey has added villages, towers, quarries, Bronze Age necropolises, an Iron Age fort, Iron Age tombs and Neolithic flint mines to the documented types. A cached summary can therefore be accurate when stored yet incomplete later.

### World Heritage inscription in 1988

UNESCO lists the property's inscription year as 1988 under criteria three and four. The inscription date, monument age and later research dates answer different questions and belong in separate fields.

## Nama publishes two Ibri projects with capacity and operation dates

These public facts motivate timestamped monitoring without providing or implying access to operational telemetry.

### Ibri 1 is a separate project

[Nama Power and Water Procurement's contracts page](https://www.omanpwp.om/public/index.php/contracts) lists Ibri 1 IPP in Ibri with a capacity of 1505.17 MW and a commercial operation date of 10 May 2019.

### Ibri II Solar has a different record

The same page lists Ibri II Solar in Ibri with 500 MW capacity and a commercial operation date of 6 August 2021. The name, technology context, capacity and date should not be merged with Ibri 1.

### Capacity is not a live reading

A published project capacity is a project attribute. It is not the electricity produced at a particular minute. The classroom dashboard uses invented sensor values so those distinct meanings remain clear.

### Public facts and private operations stay separate

Modern Age Coders cites public project metadata only. It does not claim access to plant controls, live output, internal logs or commercially sensitive information.

## The solar dashboard that is still showing the morning

A synthetic monitoring feed looks healthy because the cached number is valid, even though the answer is hours old.

### 1. Capture the event time

Each invented reading carries the time the measurement was observed at the source. This is different from the time an API fetched it or a browser displayed it.

### 2. Cache intentionally

The application stores the reading with a maximum age of fifteen minutes. A broken cache path ignores expiry and keeps returning the 09:00 record after noon.

### 3. Refuse false freshness

The repaired response includes age and status. Once older than the policy, the interface labels it stale, attempts revalidation and avoids describing the value as current.

### The number can be valid and the answer can still be wrong

Eighty-four units may accurately describe 09:00. At 12:05 it does not answer a question about the current reading. Freshness is part of correctness whenever time changes the decision.

All readings and units in this table are invented. They are not observations from Ibri 1, Ibri II Solar, Nama or any other facility.

## Four timestamps prevent one vague updated label

The model separates when reality changed, when software learned it, when storage cached it and when a person saw it.

### Freshness depends on the decision

A heritage description may remain useful for years, while a monitoring alert may expire in minutes. One site-wide cache duration is rarely an adequate policy.

### Prevent old-over-new races

Two refreshes can finish out of order. The storage layer compares observation time or source version so a slow older response cannot overwrite a newer record.

### Do not turn failure into zero

If the source cannot be reached, the state is unavailable. Showing zero invents a measurement and hides whether the cached fallback is old.

### Expose age to the interface

The API returns observed time, age and freshness status. The user can see as-of wording instead of receiving a number with a decorative updated label.

### Test time boundaries

Automated tests freeze the clock and check just before expiry, exactly at expiry, just after expiry and across timezone-offset parsing.

### Measure cache behaviour

Hit, miss, stale-hit, refresh success and refresh failure metrics reveal whether caching saves work without silently increasing risk.

## UTAS offers computing and business pathways with a documented history

The university's public branch record supports local learning context without implying a partnership.

### Education college under a 1995 decree

The [UTAS Ibri branch page](https://www.utas.edu.om/en-us/Branches/Ibri-CAS) says the college was established under Royal Decree 79/95 and became affiliated with the responsible ministry in the 1995 to 1996 academic year.

### Applied sciences from 2005 to 2006

The page records a transformation into a College of Applied Sciences in the 2005 to 2006 academic year, awarding Bachelor of Science degrees in applied programmes.

### Part of UTAS from 2020

UTAS cites Royal Decree 76/2020, issued on 12 August 2020, establishing the university. The Ibri applied-sciences college became one of its Al Dhahirah branches.

### Four named information-technology disciplines

The branch lists computer networks, information-technology security, data management and programming application development within its Bachelor of Science in Information Technology.

### Business routes alongside computing

The university also describes Business Administration fields in management, marketing, accounting and banking services, plus diploma routes in Information Technology and Business Administration.

### Quality audit began in 2008

The branch says its first phase of institutional quality auditing began in March 2008. A quality date is a historical event, not proof that every later record is automatically current.

UTAS and Modern Age Coders are independent. External lessons do not grant UTAS admission, academic credit or certification. Students may use the free class to define a focused technical gap and an ethical independent project.

### Who can join coding classes in Ibri?

### What is the Ibri cache-freshness coding project?

The learner builds a synthetic solar-monitor dashboard. A reading captured in the morning remains cached after the source has published a newer record. The displayed number is valid but old. The repair carries captured, fetched, cached and displayed timestamps, calculates age, applies a maximum-age rule and labels or blocks stale output.

### Why can a cached value be correct and still be wrong to show?

A cached value may exactly match the source at the time it was captured, yet no longer answer a question about current conditions. Correctness includes time relevance. The interface needs the observation time, current time and freshness policy so it can distinguish current, stale, unknown and temporarily unavailable states.

### How should an application prevent stale-cache errors?

Define freshness per use case, store the source observation time, use an intentional cache key and expiry, and expose age in the response. Revalidate when possible, prevent an old refresh from overwriting a newer value, test time boundaries and show the user when data is stale instead of silently presenting it as current.
