The municipality has 6,084 hectares of land and 99 of water within 6,183, and a published density of 1,375 residents to the square kilometre. ### The metaalstad In 1868 C.T. Stork moved from Borne and set up a factory for machine parts in Hengelo, Gebr. Stork and Co. After it came other large works: Hazemeyer, Heemaf, the Koninklijke Nederlandse Zoutindustrie and Hollandse Signaalapparaten. Textiles were made here too at first, but over the century that industry concentrated more and more in Enschede, and Hengelo acquired the nickname metaalstad. ### October 1944 As a junction of railway lines towards Germany, Hengelo was bombed during the war, and on 6 and 7 October 1944 the centre of the town was almost entirely destroyed. Later the characteristic white town hall also disappeared, to make way for a modern design with a tower. ### Station and canal Under the western part of the station platform runs the Europatunnel. On the Twentekanaal, the Hengelo lock forms part of the De Waarbeek lock complex. Hollandse Signaalapparaten, from 1922 Hollandse Signaal Apparaten was founded in 1922 as NV Hazemeyers fabriek van signaalapparaten, a factory of signal apparatus. It was taken over from Philips in 1990, and the company, now part of the Thales group, makes advanced radar and infrared equipment and fire-control systems, among them the Active Phased Array Radar and SMART-L, according to the encyclopaedia entry for Thales Nederland. Signal and clutter ## The same echo, two opposite jobs The table describes how radar works in general. Nothing in the echo itself says whether it is signal or noise; the label is added by whoever decides what the instrument is for. Data carries the same property. A spike in a sales series is an error to one analyst and the only interesting thing to another; background chatter in an audio file ruins a transcript and is exactly what a model detecting breaking glass must hear; duplicated orders are clutter for revenue and evidence for a study of how often customers re-order. Every filter that removes something is therefore a decision about a question, and it should be written down as one, because the next person to use the data may be asking something else. In 2025 there were 42,352 men and 41,303 women. ### Households 39,972 in 2025, averaging 2.05 people: 16,485 of one person, 11,278 of several people without children and 12,209 with children, which add up to the total. ### Homes and incomes 40,426 dwellings in 2025, 23,043 bought and 17,383 rented; estimated average value 313,000 euro. Average income 32,600 euro per resident and 38,500 per income recipient in 2024, with 3 percent of residents in poverty. ### Schools and students 26 primary establishments with 6,369 pupils, about 245 each, and 8 secondary establishments with 5,612, about 702 each. At institutions in the municipality the site counts 6,723 MBO, 2,260 higher professional and 860 university students. ### Origin In 2025, 71,699 residents were born in the Netherlands and 11,956 abroad; by origin, 61,095 were Dutch, 6,131 European and 16,429 from outside Europe. Both splits come to 83,655, the same as the men and women of that year. ### The sums 84,045 minus 77,409 is 6,636. 6,369 over 26 is about 245 and 5,612 over 8 about 702. Every group table above was totalled only as a completeness check, and none of the encyclopaedia figures is combined with the statistics. Signature project ## Name the question before you clean the data Most data pipelines begin with cleaning, and most cleaning removes things. The removal is only correct relative to a question, and the question is rarely written down. ### 1. State what the data is for Before any filter, write one sentence: this dataset is being prepared to answer this question. The sentence decides what counts as noise, and without it no filter can be judged. ### 2. Keep what you remove Send every removed row, sample or sound to a separate store instead of deleting it. Count it, look at it, and ask whether any of it would matter to a different question. ### 3. Label the filter by purpose Name each cleaning step after the question it serves, for example removed for revenue reporting. The next person sees rows and columns, not the rows that are missing or the reasons they went. In machine learning this matters twice over. Filters written to make a model train smoothly often remove exactly the rare, awkward cases a model will meet in real use, and the model then performs well on clean tests and badly in the world. Anomaly detection is the sharpest example: a system meant to find unusual events is sometimes trained on data from which unusual events were removed as noise. The defence is not to stop cleaning. It is to treat every filter as an answer to a named question, to keep what it removed, and to rebuild the cleaning when the question changes. Radar engineers have always understood this, because the same echo from the same cloud is clutter on one screen and the forecast on another. Reliable pipeline ## Five rules for filters that someone else will reuse For cleaning scripts, audio processing, outlier rules, deduplication and labelling. Then the rules change, and yesterday's ignored sound becomes the one that matters. ### For teenagers A messy dataset cleaned in Python twice, for two different questions. The teenager keeps what each cleaning removed and shows how the two answers would differ if the wrong cleaned set were used. ### For adults An export from a work system traced back to the filters applied before it arrived. Adults often find that the rows they most needed were removed long ago for somebody else's report. This section rests on the encyclopaedia's account of Hollandse Signaalapparaten and on general knowledge of how radar and data cleaning work. Why should a teenager in Hengelo ask what the cleaning was for? Because in the town of the signal-apparatus factory, the same echo can be clutter or the whole point. Ask an AI assistant to tidy a dataset and it will remove outliers, drop duplicates and fill gaps in a few lines, following the conventions it has seen most often. Those conventions were written for common questions, usually about averages and totals. If the real question is about the rare case, the fraud, the fault or the unusual customer, the assistant has just deleted the answer, and the cleaned file gives no sign of it. Models trained on such cleaned data then learn a world with the interesting parts removed. A learner who has cleaned one dataset twice for two different questions, and seen how differently the two versions answer, stops treating cleaning as housekeeping. Deciding what counts as noise, keeping what was removed and rebuilding the cleaning when the question changes are judgements about purpose. An assistant can carry them out once they are made. It cannot make them, because it does not know what the data is for. So the reason for a child in Hengelo to learn to code in 2026 is not the town's engineering past. It is that someone who asks what the noise is noise for will be needed wherever AI tidies data before anybody has said what the data should answer.
