## Seven councils, 935,500 people, from the Forest to the Cotswolds

Each council's 2021 Census total is from Nomis. Towns are the ONS built-up areas, and we counted census output areas ourselves to see which towns reach over the county line.

South Gloucestershire, which has its own unitary council, holds almost a third of the county's people, most of them on the northern edge of Bristol. The Gloucestershire County Council area is a different place: two large towns, Gloucester and Cheltenham, whose built-up areas each spill into Tewkesbury district, and then valleys and wolds of small towns. A teenager in Cinderford and one in Moreton-in-Marsh live in the same county and a very long way apart.

Every row agrees with our own output-area count to within rounding except the first. Kingswood and Fishponds is a built-up area of 160,270 that crosses from South Gloucestershire into the city of Bristol; about 114,700 of its residents are on the Gloucestershire side, and the table prints the ONS total for the whole place. Bristol itself, of which only a sliver reaches into South Gloucestershire, is left out. School calendars are set by the two councils and by academies; we did not read them, and the county's selective schools have [a separate maths page](/11-plus-maths-tuition-gloucestershire).

The Gloucestershire project

## A random number generator, and three numbers that break it

The simplest pseudo-random formula, three tests of how random it really is, and an attack a fifteen-year-old can carry out.

A linear congruential generator is one line of code: take the last number, multiply it by a constant a, add another constant c, and keep the remainder after dividing by 65,536. The output jumps around convincingly. The learner starts with a = 25,173 and c = 13,849, which we picked, and runs three tests. The first asks how long before the numbers repeat. For that they use Floyd's method, a tortoise that moves one step and a hare that moves two, which finds the loop without storing a single earlier number.

The second test looks at single bits. With the good constants, the lowest bit of the output goes 1, 0, 1, 0, 1, 0 for all twenty numbers we printed, and the next bit repeats every four. The numbers look random as a whole, but their last binary digit is as predictable as a ticking clock. Anyone who used that bit to decide a coin toss would lose every time to someone who knew.

The third test is the attack. Suppose you know the formula's shape and the 65,536, but not a or c. Watch three outputs in a row. The difference between the second and third must be a times the difference between the first and second, which pins down a; then c follows. In our run, exactly one pair of constants fits three observed numbers, and it predicts the next 17 outputs, 17 out of 17. A generator like this is fine for a dice game. For a password or a key, it is a disaster.

### Ages 10 to 13

Write the one-line generator in Python, print its first twenty numbers, and write out each in binary to spot the last-digit pattern.

### Ages 13 to 16

Implement Floyd's tortoise and hare, find the period for several choices of a and c, and explain which choices fail.

### Ages 16 and up

Recover a and c from three outputs by modular arithmetic, predict the rest, and read why real cryptography uses different generators.

### What this is and is not

This is a teaching generator with constants we chose, attacked in a way described in any cryptography textbook. It is not how GCHQ or any modern system generates keys, and nothing here is a technique for attacking real systems. The GCHQ facts come from GCHQ's own pages.

Why Cheltenham

## The Doughnut, and the county's place in the history of codes

The Gloucestershire link, in GCHQ's own words.

GCHQ's account of its own history makes the point this project teaches: the ideas that protect every online payment today came from mathematicians asking whether something that looked impossible could be done, and checking carefully whether something that looked safe really was. A predictable generator is exactly the kind of thing that looks safe until someone checks.

## Ask an AI for a random password generator. Will it use a random source that cannot be predicted?

Not always, and the code works either way until someone attacks it.

Generated code often reaches for the most familiar random function in a language, which is usually designed for games and simulations, not for secrets. The resulting password generator runs perfectly and produces strings that look random, and nothing in a quick test reveals whether the next one can be predicted. The difference only matters when an attacker is watching, which is exactly when it matters most.

A Gloucestershire student who has predicted seventeen numbers from three knows to ask where randomness comes from, whether it is meant for security, and what an attacker could learn from a few outputs. Those questions are how security reviewers read any code, and they are the questions a hurried prompt leaves out.
