## Duqm is one wilayat inside a four-wilayat governorate

The administrative map and economic-zone boundary are related but not interchangeable.

### Al Wusta has four wilayats

The [Governorates System](https://bur.gov.om/assets/pdf/en/governorate-system.pdf) lists Haima, Mahout, Duqm and Al Jazir in Al Wusta. It identifies Haima, not Duqm, as the governorate centre.

### The government portal separates each wali

The current [Al Wusta government page](https://gov.om/en/al-wusta-governorate) locates the governorate office in Haima and lists Duqm among its wali offices. It publishes Sunday-through-Thursday office hours.

### A central link between north and south

Oman's [Foreign Ministry regional guide](https://www.fm.gov.om/en/about-oman/state/oman-by-region/) describes Al Wusta as an extensive central area linking northern Oman with the south. Three of its wilayats are on the Arabian Sea coast.

### A city and an economic zone

The Special Economic Zone at Duqm is a defined regulatory and development area. A statistic about SEZAD cannot automatically describe every resident, settlement or part of the Duqm wilayat.

### Service-area language stays honest

Large local quantities are useful only when the entity, unit and scope remain attached.

### Established in 2011

The [Public Authority for Special Economic Zones and Free Zones](https://www.opaz.gov.om/en/zones/special-economic-zone-at-duqm) says the Special Economic Zone at Duqm was established in 2011.

### A 2,000-square-kilometre zone

OPAZ and [SEZAD's official site](https://duqm.gov.om/en) state that the zone covers 2,000 square kilometres. SEZAD also describes 90 kilometres of coastline on its homepage.

### Several development functions

The official [SEZAD profile](https://duqm.gov.om/en/sezad/inside-sezad/profile) names a multipurpose port, ship-repair dry dock, fishing port and regional airport, together with tourism, industrial and logistics areas.

### Open-sea location

OPAZ describes the zone as overlooking the Arabian Sea and the Indian Ocean beyond, near global shipping lanes. A route simulator still needs actual origin and destination fields rather than a broad geographic label.

### Three administrative investment steps

OPAZ describes request submission, plot allocation and agreement signing as its three top-level business-start steps. A percentage increase in completed prototype checks says nothing about whether a real application has passed those stages.

### The boundary grew in 2016

SEZAD's historical release says Royal Decree 5/2016 expanded the zone from 1,745 to 2,000 square kilometres to include oil-storage activities at Ras Markaz. The current area and its earlier baseline must not be mixed without dates.

Port and refinery measurements

## Duqm's operational context uses units that resist vague headlines

Official pages identify what each capacity or dimension measures.

### A 2.2-kilometre commercial quay

The [Port of Duqm](https://portofduqm.om/logistics-solutions-in-oman/) describes a 2.2-kilometre linear quay, with an approach channel of 19 metres and 18 metres of draft alongside.

### Multiple cargo categories

The port's [terminals page](https://portofduqm.om/terminals/) lists dry bulk, liquid bulk, general, project, bagged, containerised and automotive cargo. Counts across categories require matching units before aggregation.

### A ten-hectare dry-bulk area

The official terminal page says approximately ten hectares and more than 300 metres of commercial quay are dedicated to dry-bulk operations. Area and quay length describe different dimensions.

### OQ8 is a joint venture

[OQ8](https://www.oq8.om/en/about-us) describes itself as a 50:50 joint venture between OQ and Kuwait Petroleum International, with its refinery in the Special Economic Zone at Duqm.

### A daily refinery capacity

OQ8 publishes refinery capacity of 230,000 barrels per day. The denominator per day is essential. It is neither an annual total nor a live production figure.

### Scale does not validate a percentage

Large infrastructure numbers make an attractive backdrop, but the student project is evaluated on transparent arithmetic. A 200% change from two to six remains four additional items.

## The Rock Garden adds a completely different scale

Duqm is not only industrial infrastructure, and its geological record must not be blended with economic-zone measures.

### A major geological site

SEZAD's [official attractions page](https://duqm.gov.om/en/discover-duqm/explore/attractions) calls the Rock Garden one of Oman's major geological sites and an important natural feature of Duqm.

### A six-kilometre site description

The page describes a six-kilometre site of unusual sandstone and limestone formations. The length label should not be rewritten as area without a source.

### Formed over millions of years

SEZAD says wind, water, ice and other natural elements shaped the formations over millions of years and refers to rock formation beginning about 46 million years ago.

Industrial, administrative and geological data need different schemas

A single Duqm facts table may look convenient, but it should retain entity type, unit, source and time basis. Otherwise a calculation can be syntactically valid while semantically meaningless.

A synthetic test dashboard produces an arithmetically correct percentage that sounds far larger than the practical change.

### 1. Preserve the baseline

The first prototype has two passing route checks. The next has six. The absolute change is four, and the starting value is too important to hide behind a percentage.

### 2. Calculate both forms

Absolute change is six minus two, which equals four. Relative change is four divided by two, which equals two, or 200%.

### 3. Interpret practical scale

The learner asks how many checks are required, whether both runs used the same test set and whether six passing checks are enough for the simulator's purpose.

### Largest percentage is not largest improvement

Route planner A has the largest defined percentage but adds only four passing checks. Manifest validator B adds forty. Ranking by percentage alone reverses the absolute scale.

All prototypes and counts are invented for learning. They are not records from SEZAD, Port of Duqm, OQ8, OPAZ or an Al Wusta government service.

Growth reporting

## Every percentage needs five facts beside it

A dashboard should make it difficult to publish a dramatic relative number without its scale.

### Zero needs special handling

Percentage change from zero is undefined because division by zero is not allowed. The page reports the absolute move and states that no relative rate is available.

### Negative bases need domain rules

A generic percentage formula can produce confusing signs when values may be negative. The metric contract must define whether relative change is meaningful.

### Rounding comes last

The code keeps full precision for calculation and rounds only for display. Rounding the baseline first can substantially alter a tiny-base percentage.

### Version the comparison

If the later prototype has more total checks, raw passing counts are not like-for-like. The project stores test-suite version and coverage.

### Add confidence where sampled

If a rate comes from sampled runs, the learner reports sample size and variation. One successful trial cannot establish stable performance.

### Write a plain-language caption

The caption says two became six, an increase of four or 200%. It then states the required number of passing checks so readers can judge readiness.
