## A wilayat that is hard to finish counting

People here live along the wadis in dozens of small settlements. Any survey of a place shaped like that will be complete in some parts and not in others.

### Villages along the water

The population is dispersed among some 51 villages that mainly dot the fringes of the wilayat's major wadis. A settlement pattern that follows a river is a settlement pattern with a long edge, and long edges are where survey coverage runs out.

### Mountains between neighbours

The mountainous landscape means two villages can be close together and awkward to visit in one trip. Whichever ones get missed will not be missed at random, which is worse than missing them at random.

### Water where you would not expect it

Despite the terrain the wilayat is described as abundantly blessed with water. A place known for something is a place where a zero reading is genuine news, and genuine news deserves not to be confused with a blank.

A spreadsheet has one way to show two completely different facts

An empty cell might mean the quantity is zero, or that nobody measured, or that the measurement failed, or that somebody deleted it. All four look identical. Then somebody opens the file in a tool that helpfully fills blanks with zero, and the distinction is gone for good.

### Some fifty one villages

The large majority of residents are described as living in some 51 villages. The word some belongs to the source. It is a count that is itself hedged, which is a fitting starting point for a project about incomplete records.

### Bordered on every side by named wilayats

Dima Wa Attayeen borders Qurayat to the north, Ibra to the south, Al Qabil and Bidiya to the east and Al Mudhaibi and Bidbid to the west. A wilayat defined entirely by its neighbours is one whose edge cases genuinely are edge cases.

### Described as most abundant in water

The wilayat carries a reputation for water in a country where that is worth remarking on. Where a quantity is the local headline, the difference between none and unmeasured stops being academic.

### Wadi Dayqah runs through it

Wadi Dayqah is among the features associated with the wilayat. Named wadis are the spine the villages sit along, which is why the settlement pattern is linear rather than clustered.

### Arabian Tahr have been sighted here

Sightings of Arabian Tahr have been reported in the wilayat. A sighting record is the purest example of the problem: no sighting today does not mean no animals today.

### A mountainous landscape

The wilayat is described as distinctively mountainous while still being well watered. Terrain that makes places hard to reach is terrain that makes datasets uneven, and uneven is not the same as wrong.

Modern Age Coders has no involvement in any of the above and asserts none. The wilayat earns its place on this page for one reason: a village count that arrives already hedged, in terrain that makes finishing a survey genuinely hard.

Signature project

## Six dry villages, or eleven, from the same survey

Nothing is mistyped and no arithmetic is wrong. Two entirely reasonable readings of a blank cell produce two answers, and only one of them is about water.

### 1. Survey the villages and write down what you find

Forty villages report at least one active water source, totalling 140. Six are visited and genuinely have none. Five are never reached at all. Only the village count is published; the water figures are teaching values and the page says so.

### 2. Notice that two of those groups look the same in the file

The six dry villages record zero. The five unvisited villages record nothing. In a spreadsheet a zero and a blank sit in the same column looking almost identical, and any tool that fills blanks makes them actually identical.

### 3. Ask the question somebody will act on

How many villages have no active water source? Reading blanks as zero gives eleven. Excluding them gives six. The honest answer is six known, with five unknown, and that is the one sentence nobody writes.

### The count is the number somebody acts on, and it is the one that doubles

A mean drifting from 2.75 to 3.50 is a reporting problem. A count of villages without water moving from six to eleven is a budget, a lorry and somebody's drinking supply. The five unvisited villages might have plenty, and reading their blanks as zero puts them in a queue they may not belong in while leaving them unmeasured. Every figure above was computed before this was written.

Reliable pipeline

## Give a gap its own value and never let a tool fill it

Five habits, each cheap, and any one of them keeps the two facts apart.

### For younger learners

A row of cups, some empty and some never brought to the table, and the child asked how many cups have nothing in them. The cups that are not there are the lesson, and no screen is required.

### For teenagers

The survey in Python with blanks held as a genuine missing value rather than as zero. The learner computes all three means, prints the coverage beside each, and writes the check that the denominator equals the number of villages actually visited.

### For adults

Missing values stay missing through every import, summaries always print their coverage, and any headline count states how many records were unknown rather than quietly absorbing them.

The some 51 villages figure, the wadi settlement pattern, the mountainous terrain, the water reputation, Wadi Dayqah and the Arabian Tahr sightings are published. Every water source count used in the project was invented for teaching, since no per-village survey has been published; that is stated at each point one appears. What the project demonstrates belongs to missing data generally and does not depend on the particular figures chosen.

## Live classes for villages strung out along the wadis

A wilayat whose people live in dozens of small settlements along river courses has no location that is convenient for more than a fraction of them.

Where the population is spread along wadis rather than gathered in a town, only teaching that travels reaches all of it. Nobody has to be the one who lives furthest from the class.

### Is the 51 village figure real?

It is published as some 51 villages, and the word some belongs to the source rather than to us. That hedge is kept everywhere the number appears here. The water source counts in the project are teaching values, because no per-village survey is published, and the page labels them wherever they occur.

### Why is reading a blank as zero so tempting?

Because it lets the arithmetic finish. A missing value stops a mean from computing and a zero does not, so the substitution turns an error into a result. The result is wrong and looks entirely normal, which is the worst combination available.

### Is there a Modern Age Coders centre in Dima Wa Attayeen?
