## Dhofar is ten wilayats, not one survey location

Administrative evidence defines the region before a learner makes a regional claim.

### Ten named wilayats

Oman's [Governorates System](https://bur.gov.om/assets/pdf/en/governorate-system.pdf) lists Salalah, Taqah, Mirbat, Rakhyut, Thumrait, Dhalkut, Al Mazyunah, Muqshin, Shalim and the Hallaniyat Islands, and Sadah.

### Salalah is the centre

The same official system identifies Salalah as the governorate centre. A capital can be an important sampling stratum, but it is not automatically a substitute for the other nine wilayats.

### Separate wali offices

The current [Dhofar government portal](https://gov.om/en/dhofar-governorate) lists wali leadership for Taqah, Mirbat, Rakhyut, Thumrait and the other wilayats separately.

### Sunday to Thursday administration

The government portal publishes a Sunday-through-Thursday business week for the governorate office. That is an official-office fact and not the schedule of Modern Age Coders.

### Far southern geography

Oman's [Foreign Ministry regional guide](https://www.fm.gov.om/en/about-oman/state/oman-by-region/) places Dhofar in the far south, bordering Al Wusta, the Arabian Sea, Yemen and Saudi Arabia.

### Approximate regional scale

The Foreign Ministry gives an approximate Dhofar area of 99,300 square kilometres and describes mountains, plains, coastal settlements and the Empty Quarter. An approximate regional area is not a city measurement.

The target population comes before the questionnaire

If a claim says Dhofar, the sampling frame needs defensible coverage of the people and places the claim intends to describe. More responses from one city do not repair a missing region.

## Eastern coastal wilayats contribute distinct evidence

Official tourism sources show why Dhofar should not be treated as one uniform setting.

### Wadi Darbat near Taqah

The official [Experience Oman Dhofar guide](https://experienceoman.om/en/destinations/dhofar) places Wadi Darbat in mountains overlooking Khor Rori, just after Taqah on the coast.

### Khareef has a defined tourism season

Experience Oman describes the khareef period as June to September, when mist and light showers cover plains and mountains. A seasonal visitor survey needs a date field.

### Many landscape types

The same guide names sandy beaches, deserts, fertile plains, green mountains and archaeological monuments. A single central-city sample cannot stand for every setting.

### Mirbat Castle overlooks the old port

The official [Mirbat Castle page](https://experienceoman.om/destinations/dhofar/mirbat-castle) places it on Mirbat's eastern coast overlooking the old seaport and traditional market.

### Rectangular plan and two towers

The tourism source describes a rectangular castle with two main entrances, two defensive towers and two floors. These are heritage facts, not household-survey variables.

### Past functions need time labels

The page describes military, administrative, residential, storage and reception spaces. A dataset that records use should retain the historical period rather than flattening it into one category.

## Western mountains and interior desert change the sampling frame

Named settlements and environmental differences make geographic coverage measurable.

### Rakhyut lies in western Dhofar

The [Oman News Agency Rakhyut profile](https://omannews.gov.om/mainsections/25) places the wilayat west of Salalah, between the Arabian Sea and Dhalkut.

### About 55 population centres

ONA reports about 55 population centres in Rakhyut and names Rakhyut, Ashqul, Maqurah, Arafat, Hasl, Anzout and Shuhb As'eeb among them. One town label hides that spread.

### Mountains, caves and beaches

The official profile identifies Jabal Al Qamar, Ambrouv highlands, several caves and beaches including Khairfut, Al Hotah, Al Fazayih and Safqout.

### Thumrait is a desert wilayat

The [Oman News Agency Thumrait profile](https://omannews.gov.om/mainsections/23) distinguishes its desert location from the coastal and mountain settings.

### About 32 residential gatherings

ONA reports about 32 gatherings around the wilayat centre and names Thumrait, Rawyah and Rabkut, together with five niyabats.

### Wadi Dawkah and frankincense

The profile identifies Wadi Dawkah, Najd-type frankincense trees and Arabian oryx in the wilayat. These official context facts do not measure learner access.

Distance, terrain and settlement distribution affect who is reachable by a survey method. The online class avoids requiring travel to the governorate centre, but it still confirms device, internet and schedule suitability with each learner.

Regional education context

## A Salalah university branch serves a wider Dhofar conversation

The institution is relevant context but does not erase the region beyond the capital.

### Two predecessor colleges merged

The [UTAS-Salalah profile](https://www.utas.edu.om/salalah/About/About-UTAS-Salalah) says Salalah College of Technology and the College of Applied Sciences-Salalah merged into the current branch.

### More than 4,900 students in 2023-2024

UTAS reports a student population above 4,900 for that academic year. The date belongs beside the count and it is not a current Dhofar population figure.

### Four broad specialisation fields

The university names Engineering and Technology, Economics and Business Administration, Computing and Information Sciences, and Mass Communication.

### Several academic levels

The branch profile lists Diploma, Advanced Diploma and Bachelor's degree levels. External coding tuition does not grant any of those awards.

### Departments remain verifiable

The current [departments page](https://www.utas.edu.om/Branches/Salalah-CAS/Departments-and-Centres) lists Information Technology, Mass Communication, Business Administration, English and General Requirements.

## The Salalah sample that was labelled as all Dhofar

A synthetic survey gives a plausible answer to the wrong geographic question.

### 1. Read the headline

A dashboard says 80 percent of Dhofar learners report reliable study connectivity. The number is calculated correctly from 72 positive responses among 90 observations.

### 2. Inspect the sampling frame

Every selected record has the same wilayat value: Salalah. The questionnaire may be clear and every selected person may respond, yet the regional label is unsupported.

### 3. Rebuild geographic coverage

The learner defines the target population, adds documented wilayat strata, shows separate synthetic results and limits the conclusion to the frame actually observed.

### A bigger Salalah sample would still be a Salalah sample

Increasing the first row from 90 to 9,000 observations could reduce sampling variability for the selected frame. It would not create coverage of Taqah, Mirbat, Rakhyut, Thumrait or the remaining Dhofar wilayats.

Every response and rate in this table is invented for teaching. It is not a measurement of connectivity, education, households or opinions in any Dhofar wilayat.

## Eight checks before the regional rate is published

The audit records who the study meant to describe and who could actually be selected.

### Sampling bias is about who could be asked

The original frame contains only Salalah records. The problem exists before any participant decides whether to answer.

### Non-response is a separate question

If selected people do not reply, that creates a response problem. This project holds response constant so the sampling-frame failure remains clear.

### Stratification makes geography visible

Records carry a wilayat identifier and selection probability. Small strata are not silently merged into the capital.

### Weights need external evidence

A weight is not a guess that makes the table look balanced. It depends on a dated, relevant population control and the actual selection design.

### Rates need numerators and denominators

The interface displays the count behind every percentage. A tiny row is not granted the same apparent certainty as a large one.

### Language follows evidence

If only one city was sampled, the caption says one city. The code does not convert local evidence into a regional claim.

### Who can join coding classes across Dhofar?
