## A town shared between three administrations

Most ambiguous place names are accidents of language. This one is a fact of government, which makes it far harder to clean up and far easier to demonstrate.

### Three parts, three authorities

The Wilayat of Dibba is politically divided into three parts: Dibba Al Fujairah ruled by the Emirate of Fujairah, Dibba Al Hisn ruled by the Emirate of Sharjah, and Dibba Al Baya ruled by Oman. Three governments means three statistical offices and three sets of definitions.

### The way into Musandam

Dibba is described as the gateway to the Musandam peninsula. Being a gateway means traffic passes through in both directions, which is precisely the kind of record most likely to be attributed to the wrong side.

### An old capital

The wilayat was the symbol of an ancient civilisation in the northern part of the Sultanate and its first capital. Long history under changing authority is how one name ends up meaning several things.

A name is a label and a key is a promise

A label describes something. A key promises that exactly one thing answers to it. Storing a place by name is treating a label as if it were a key, and the moment two real places share that label the promise was never true and nothing in the data ever said so.

## Daba Al Bayah facts with a trail behind them

Each claim traced, with which authority it belongs to made explicit.

### Divided into three, deliberately

The Wilayat of Dibba is politically divided into three parts under three different authorities. This is not a data problem that somebody could fix by tidying a spelling. It is the actual arrangement on the ground.

### One of them is Omani

Dibba Al Baya is the part ruled by Oman and is a wilayat of Musandam Governorate. The 2020 census figure for it is 10,416, and that is the only population number on this page traced to a census.

### One is governed by Sharjah

Dibba Al Hisn is ruled by the Emirate of Sharjah. Any figure for it belongs to a different national statistical system with its own definitions and its own timing.

### One is governed by Fujairah

Dibba Al Fujairah is ruled by the Emirate of Fujairah. Three parts, three authorities, and a single search box that treats them as interchangeable.

### The gateway to the peninsula

Dibba serves as the gateway to Musandam. A crossing point generates movement records that plausibly belong to either side of it, which compounds the naming problem rather than sitting beside it.

### The first capital of the north

The wilayat is described as the symbol of an ancient civilisation in the northern part of the Sultanate and its first capital. Historic significance is why the name is old enough to have been inherited by all three parts.

Modern Age Coders has no connection to any of the three parts of the town and claims none. Daba Al Bayah appears here because a single name genuinely covering three separately governed places is a thing no amount of data cleaning can resolve, only a key.

## Four honest answers to one question, and only one is about Oman

Nobody is confused and nobody has made an error. The question simply does not identify which place it means.

### 1. Ask how many people live in Dibba

A reasonable question, asked in good faith, of a system that stores places by name. Three real places answer to that name and one of them is in a different country from the other two.

### 2. Watch four answers come back

The Omani part alone. The Sharjah part alone. The Fujairah part alone. Or all three summed, which crosses an international border in the middle of a total without saying so. Every one of the four is a defensible reading of the question.

### 3. Look at the spread

Smallest to largest is a factor of about 7.5. Only the smallest is a statement about Oman. Of the four figures used here only the Omani 10,416 is a census number; the two Emirati figures are illustrative, because no Emirati census was verified for this page, and they are labelled as such wherever they appear.

### The sum is the worst answer because it looks the most complete

Picking one part is at least a clear choice somebody could query. Adding all three produces a total that crosses an international boundary silently, mixes three statistical systems with three sets of definitions, and reads as the thorough answer precisely because it left nothing out. Nothing in the number records that it spans three countries.

## Give every place a key, and say which authority it answers to

Five habits that cost minutes at design time and cannot be retrofitted cheaply.

### For younger learners

Three name cards all reading the same word, placed in three different boxes, and the child asked to fetch that name. Discovering the question cannot be answered is the lesson, and it happens on a table.

### For teenagers

The three parts in Python with codes as well as names, querying by name and then by code and printing what each returns. The learner writes the lookup that raises an error when a name matches more than one record instead of choosing.

### For adults

Places carry codes, every figure carries its authority and its source, totals never cross administrations silently, and an ambiguous lookup asks rather than guesses.

Musandam is separated from the rest of Oman by another country, which makes anything delivered over a connection worth more here than almost anywhere.

### Separated by land, not by network

Reaching the rest of Oman from here means crossing a border or taking a boat. A lesson that arrives down a connection does neither.

### Is the three-way division real?

Yes. The Wilayat of Dibba is politically divided into Dibba Al Fujairah under the Emirate of Fujairah, Dibba Al Hisn under the Emirate of Sharjah and Dibba Al Baya under Oman. Only the Omani population of 10,416 from the 2020 census is a sourced figure on this page; the two Emirati numbers used in the project are illustrative and labelled as such.

### Why can this not be fixed by cleaning the data?

Because nothing is dirty. The strings are spelled correctly, the records are accurate and the places are real. Trimming, casing and fuzzy matching all leave it exactly where it was. The only fix is an identifier that is not the name, decided before the data is collected.

### Is there a Modern Age Coders centre in Daba Al Bayah?

No. No premises are claimed in Daba Al Bayah or anywhere in Musandam. Classes are live online and need a laptop or desktop, working audio, a current browser and a stable connection. The page describes where the service reaches, not a building.

### Which of the four answers is correct?
