A short, real investigation with an uncomfortable ending, which is what makes it worth doing. | Step | Result | | --- | --- | | The national open data portal | The council's publisher page lists zero datasets | | The council's own open data page | A security block page instead of the content | | A second council data page | The same block | | What the block said | That access was refused and the site uses a security service to protect itself | | What we did next | Stopped, wrote it down, and used national statistics that permit reuse | ### Why not go around it Because the block is a statement of terms by the people who own the site. Getting past it is not clever. It moves the work from research into something a school, a university or an employer would treat as a disciplinary matter. ### Why write it down A project that says we could not read this, here is the exact message we got and here is what we used instead, is stronger than one that pretends the question never arose. ### The distinction that matters Absent and forbidden are different findings. One means nobody published it. The other means somebody published it and does not want it scraped. Reporting them as the same thing is sloppy. ### The version of this that turns up at work Every organisation has a system somebody cannot query, an export that a supplier will not enable, a report locked behind a licence. Careers are shaped by what people do at that moment. The ones who quietly find a workaround create a risk that surfaces later, usually for somebody else. The ones who document the obstacle and propose a legitimate route get asked to handle bigger things. A teenager can practise this in an afternoon on a county council website, and it costs nothing to learn now rather than at twenty-five. So the Tipperary project has no downloaded file in it at all. The output is a short written record, an exact quotation of the refusal, a named alternative source with its licence, and a paragraph on what could be answered and what could not. It is the least glamorous project in this cluster and one of the most useful. The county today ## Tipperary in the 2022 census These come from national statistics releases, which do permit reuse, and each names Tipperary. | Measure | Figure | | --- | --- | | Population | 167,895, up 8,342 since 2016 | | Women and men | 84,256 female and 83,639 male, or 99 males for every 100 females | | Average age | 40.3 years, against 38.6 in 2016 | | Children aged 15 and under | 33,286 | | Born in the county | 100,745 people, 60% of residents | | People aged three and over who can speak Irish | 66,003, up by 612, or 43% of that population | ### The three towns Clonmel at 18,369, Nenagh at 9,895 and Thurles at 8,185. Thurles is the densest of the three at 1,362.1 people per square kilometre across six square kilometres. ### Towns and their hinterlands As electoral areas the same names cover much more ground: Clonmel 25,003, Nenagh 23,354 and Thurles 19,980, the difference being countryside. ### Youngest and oldest Among places of at least 500 people, Newport has the youngest average age at 34.5 years and Clogheen the oldest at 43.4. Clonmel deserves a footnote that most write-ups skip. The statistics office registers its built-up area as spanning Counties Tipperary and Waterford, because the town boundary crosses the county line. The 18,369 figure is the whole town, not the Tipperary part of it, and anyone adding town populations to reach a county total will overshoot if they forget that. Non-Irish citizens make up 9% of the county, led by Polish at 3,255, UK at 2,926, Romanian at 1,187 and Lithuanian at 848. Access, in every sense ## The county with the lowest bus share in Ireland Tipperary's travel figures make an unusually direct argument for teaching this subject online. | Measure | Figure | | --- | --- | | People travelling to work | 65,656 | | Driving by car | 44,595 | | Travelling by bus | 528 people, a rate of 1%, the lowest in the country | | Travelling by train | 312 | | Average journey time | 27.1 minutes, up from 25.6 minutes in 2016 | | Largest sector | Manufacturing, at more than 10,400 workers | ### What that means for an evening class A 16 year old in Cahir or Borrisokane cannot get to a class in Clonmel and home again without an adult driving them. One in a hundred commuters here uses a bus, and school-age learners have fewer options than commuters. ### Third level, and the gap More than 43,200 people in the county hold a third level qualification, up from almost 34,900 in 2016, but that is 38% against 45% nationally, a gap of seven percentage points. ### What the county does have TUS runs two campuses here, at Nenagh Road in Thurles, eircode E41 PC92, and in Clonmel, eircode E91 D896, so higher education in Tipperary is not concentrated in one place. Working from home is least common here too More than 73,200 people work in Tipperary. Over 47,300 of them never work from home, and almost 17,700 do at least some of the time, which the statistics office puts at 24% of the workforce against 32% nationally. A county that travels for almost everything gains the most from a class that requires no travel at all. Schools and landmarks ## One listed school, and a very old lesson in documentation Two Tipperary places, both checked at the source that owns them. ### The listed school Presentation Secondary school in Clonmel was the only Tipperary entry on the national first-phase list for Leaving Certificate Computer Science published in January 2018, and we quote its name as the department wrote it, lower-case s and all. ### The Rock of Cashel The Office of Public Works describes it as holding the most impressive cluster of medieval buildings in Ireland, including a round tower, a high cross, a Romanesque chapel, a Gothic cathedral and a fifteenth-century tower house, at eircode E25 KX44. ### Why quote exactly Because a name retyped from memory is a name that will not match a search, a database or a list. Copying precisely is not pedantry. It is what makes work checkable by somebody else. We are not connected with Tipperary County Council, the Technological University of the Shannon, the Office of Public Works or any school named here. Population, education and travel figures are quoted from Central Statistics Office releases naming Tipperary; the zero dataset count is from the national portal's own publisher page; the description of the block is a plain account of what we received when we asked, with no attempt made to get around it. One well known Clonmel manufacturer is not named with an address here because its own site did not respond when we checked, and we do not take addresses from third parties. This is the failure mode worth understanding, because it does not look like a failure. A summary of a dataset that cannot be reached will still arrive formatted, plausible and complete, assembled from what similar councils publish. Nothing in the reply says the door was locked, because the reply was never generated by opening the door. A learner who has personally hit the block knows the shape of the ground truth. They ask what the source actually said, whether anybody opened it, and what happens to the conclusion if the file turns out to be different. Those questions are cheap, and they are the entire difference between research and confident decoration. Coding in 2026 is less about typing and more about knowing which claims have been checked. Delivery ## What a Tipperary family signs up to Six things that are true of every class we run, so there is nothing to discover later. ### A teacher, live, every week Not a video library with a chat box. Someone is there for the hour and expects the learner to speak. ### Zero travel In a county where one commuter in a hundred takes a bus, that is the whole argument. ### Placed on ability Groups of five to ten at one level, drawn from Tipperary and other countries so a suitable class exists at a workable hour. ### Irish school shape Junior Cycle, Transition Year, fifth and sixth year, with mid-terms and exams planned around. ### Same hour, every week Two lessons in most weeks, about eight a month, agreed once and then kept. ### A time zone ahead Teachers work from India, four and a half hours ahead of Ireland in summer and five and a half in winter. For families in the smaller towns Roscrea, Cahir, Carrick-on-Suir, Templemore and Borrisokane are each a serious drive from the nearest evening option, and 44,595 people in this county already drive to work every day. Adding a second round trip to that week is what makes families quietly give up a subject in November. Removing the journey is not a concession here. It is the reason it lasts past Christmas. Fees ## Tipperary class fees Three figures, and the conditions stated up front rather than in a footnote. First class**USD 0** A full first lesson at no cost, ending with a level and a recommendation. Group tuition**USD 100** A month of group classes, normally eight lessons, five to ten learners at one level. Private tuition**USD 150** A month of one to one classes on the same weekly pattern. We bill monthly in US dollars at the single rate charged outside India, so Nenagh and Carrick-on-Suir pay the same and there is no euro list to compare against.
