Administration, sands and mountain flanks establish the entities before a join combines them.

Oman's current [Governorates System](https://bur.gov.om/assets/pdf/en/governorate-system.pdf) lists Ibra, Al Mudhaibi, Bidiyah, Al Qabil, Wadi Bani Khalid, Dima Wa At Taiyin and Sinaw.

### Ibra is the centre

The official system identifies Ibra as the governorate centre. Its city details remain on the linked Ibra guide.

The current [government portal](https://gov.om/en/ash-sharqiyah-north-governorate) lists leadership for the wilayats separately.

## Many feature rows can share one wilayat key legitimately

### Dunes, mountains and valleys

ONA describes varied terrain. One wilayat can validly have many feature records when the feature table declares that cardinality.

### Dimension row is different

A wilayat reference table should contain one current row per stable ID. Historical names belong in a separate aliases table.

### Fact table may contain many rows

Activities, features or events can repeat the wilayat ID. Their grain is documented before a join.

### No public total is joined in class

The project uses invented activity counts. Official facts establish entity-design context without supplying the synthetic answer.

A synthetic reference-table error turns a correct source total of 70 into a joined total of 85.

### 1. Confirm the fact-table total

The reference table accidentally contains two current rows for key ASN-03. Its 15 activities appear twice after the join.

### The extra row looks legitimate after aggregation

The result has valid labels and numeric values, so a chart can appear polished. The error is found by checking expected join cardinality, row count and conserved totals before the chart is built.

Every identifier, activity and join result is invented. It does not describe learners, tourism, projects or public services in Ash Sharqiyah North.

### Do not join on display spelling

Romanisation and punctuation can change. A controlled identifier connects labels without making text the primary key.

### History needs its own table

Aliases and time-valid names can repeat a wilayat ID legitimately when valid-from and valid-to dates are explicit.

If two source rows conflict, the pipeline stops for an authority decision. Dropping one arbitrarily can hide the error.
