## Six wilayats share a coastal strip, not one denominator

Official structure and geography define the groups before they are combined.

### Six named wilayats

Oman's [Governorates System](https://bur.gov.om/assets/pdf/en/governorate-system.pdf) lists Sohar, Shinas, Liwa, Saham, Al Khaburah and Al Suwaiq in Al Batinah North.

### Sohar is the centre

The same official system identifies Sohar as the governorate centre. A centre's own measures should not be copied onto the other five wilayats.

### Separate administration

The current [government portal](https://gov.om/en/al-batinah-north-governorate) lists wali leadership for Saham, Liwa, Shinas, Al Khaburah, Al Suwaiq and Sohar separately.

### Sunday to Thursday office week

The portal publishes Sunday-through-Thursday hours for the governorate office in Sohar. That schedule belongs to government administration, not Modern Age Coders.

### Sea and mountain edges

Oman's [Foreign Ministry regional guide](https://www.fm.gov.om/en/about-oman/state/oman-by-region/) describes the wider Batinah area between the Al Hajar Mountains and the Sea of Oman.

### Two governorates since 2011

The guide says Al Batinah North and South were created on 28 October 2011 by dividing the former Al Batinah province. Dataset geography needs the applicable boundary date.

The same official description identifies the Al Batinah plain as an agricultural asset. A land-use fact cannot be used as a proxy for learner access.

ONA gives this approximate distance for Shinas. It is a place-scale fact, not a promise about travel time or internet quality.

### About 35 towers

The profile reports an estimated 35 towers and names Al Marir and Al Aswad among them, together with Shinas Fort and other castle sites.

### A public park opened in 2026

ONA's [Shinas Public Park report](https://omannews.gov.om/topics/en/139/show/126543) dates the opening to 14 January 2026.

### Measured green space and facilities

The report gives 14,175 square metres of green space and lists 15 children's games, a sprint track and a multipurpose sports playground.

### Madinat Al Teeb in Liwa

An [ONA report](https://omannews.gov.om/topics/en/80/show/110968) says the model city opened in 2022 with 1,300 single and double residential units and a future plan for 3,400 units.

Facility lists are useful for entity design, not for unsupported performance comparisons.

### Saham has several named facilities

The Ministry of Health's [North Batinah healthcare page](https://www.moh.gov.om/en/) lists Saham Hospital and multiple health centres under Saham management.

### Al Khaburah has separate facilities

The same page lists Wadi Al Hawasinah Hospital, Wadi As Sarami Hospital, Al Khaburah Extended Health Center and other facilities.

### Shinas and Liwa have separate offices

The official health page separates office and facility information by wilayat. A regional table should preserve that entity level.

### A facility is not a wilayat

A value recorded at one hospital or centre cannot become a wilayat rate until its catchment, denominator, date and definition are known.

### Different record volumes are expected

Larger facilities or wider catchments may contribute more rows. That composition can move an aggregate independently of subgroup improvement.

### No health outcome is inferred

The facility names establish local context only. The class project uses invented learning records and makes no healthcare claim.

### 1. Calculate each subgroup

The learner divides completed synthetic tasks by assigned tasks within Saham, Liwa, Shinas and Al Khaburah for two periods.

### 2. Read the surprising aggregate

Every wilayat improves by five percentage points, but the combined rate moves from 83.3 percent to 79.0 percent.

### 3. Inspect the changing weights

The later period contains many more assignments in the lower-rate groups. The aggregate answers a composition-weighted question, not the within-wilayat change question.

### Both directions can be mathematically correct

Within every named subgroup, the rate increases. Across the observed records, the combined rate decreases because the mix changes. A useful explanation states which question matters for the decision instead of selecting the more convenient direction.

All assignments, completions and rates are synthetic. They do not describe learners, schools, companies, facilities or services in Al Batinah North.
