## A wilayat that describes itself in parts

Almost every published fact about Al Amarat is a count of components, which is exactly the shape of data that rounding damages.

### Twenty administrative areas

The wilayat is made up of 20 administrative areas. Twenty is a specific number, and it matters here: with two or three parts, rounding rarely goes wrong. With twenty, the small errors have somewhere to accumulate.

### Fifty seven valleys and sixty one aflaj

Al Amarat records 57 valleys and 61 aflaj. Both are counts of things that could each carry a share of water, a share of land or a share of a budget, and each of those share-outs has the same arithmetic problem waiting inside it.

### Thirty schools, more than 25,000 students

30 schools provide education to more than 25 thousand students in the wilayat. That is a real share-out with real consequences, because a percentage printed beside a school name is read as a fact about that school.

Rounding is not a display choice

People treat decimal places as a formatting decision made at the end. It is not. Rounding changes the numbers, and once a set of numbers has been changed independently of each other, the relationship between them, in this case that they are shares of one whole, is no longer guaranteed to survive.

### A mountain range between two wilayats

Al Amarat sits behind a mountain range from Bausher, with Muttrah to the north and Qurayat to the south west. Residents have been calling for a permanent solution to the Amerat-Bausher mountain road, and many argue a tunnel is what the link actually needs.

### The Wadi Adai corridor

The Wadi Adai to Al Amerat Road is one of Muscat's important mountain corridors, connecting dense residential areas to the interior districts. A road that everybody depends on and nobody is comfortable with is a good reason to learn from home.

### A fort inside the wilayat

Beit Al Maqam Fort sits within a few kilometres of the wilayat centre, alongside parks and community facilities. A learner who wants a mapping or distance project has real landmarks here to measure between.

### Agriculture on the wadi land

The wilayat produces dates, mangoes and sidr, and operates seven factories for plaster and brick. Farm output and factory output are different units on different cycles, which is another reason a total needs its parts labelled.

### A young wilayat by Muscat standards

Published population figures for Al Amarat range widely by year and by basis, from about 69,000 in a 2016 breakdown to roughly 140,000 at the 2022 census. Growth of that speed is exactly when share tables get rebuilt most often and checked least often.

### Wadi Amerat and the valleys behind it

Wadi Amerat gives the wilayat its recreational draw and its drainage. With 57 valleys recorded, a rainfall or catchment dataset here has dozens of legitimate rows, and a summary that keeps only the largest few has quietly answered a different question.

No relationship with any of the above is claimed or implied. Al Amarat publishes enough of itself in counted form that a project set here can be argued with, which is the only reason to prefer a real place to an invented one.

## Twenty shares, each rounded correctly, totalling 100.2

Nobody makes a mistake in this project. Every percentage is rounded properly, and the column still adds to the wrong number.

### 1. Share the students across the areas

More than 25,000 students, 20 administrative areas. The learner divides, gets a long decimal for each area, and does what everybody does: rounds each one to a single decimal place for the report.

### 2. Add the column up

The twenty rounded shares total 100.2 per cent. Not 100. Every individual figure is the correct rounding of its own exact value, and the sum of the roundings is not the rounding of the sum.

### 3. Apportion instead of rounding

Largest remainder gives out the whole tenths first, then hands the shortfall to the areas with the biggest fractional part. The column totals exactly 100.0, and only two of the twenty printed figures had to move by a tenth.

### The rounding is not the bug. The assumption is

Both columns in this project were computed and totalled before the table was written. The lesson is not that rounding is dangerous, it is that rounding each part independently silently drops the constraint that the parts are shares of one whole. If a table has to add to 100, that has to be something the code enforces rather than something everyone assumes.

Reliable pipeline

## Decide what has to be true, then make the code hold it

Every one of these steps takes a minute. Together they are the difference between a report that survives a question and one that does not.

### For younger learners

Twenty counters are shared among a few groups, then the shares are written as fractions and as percentages. Children see for themselves that the tidy version and the true version are not always the same version.

### For teenagers

Python computes the shares, prints the failing total, then implements largest remainder and prints the fixed one. The learner writes the assertion that the total is 100 and watches it fail before it passes.

### For adults

The rule moves into the reporting layer. Apportionment is a function with tests, the method is documented beside the output, and a dashboard that cannot reproduce its own total does not ship.

The published counts on this page, 20 areas, 30 schools, 57 valleys and 61 aflaj, are real. The per-area student rolls used inside the project are teaching values that sum to 25,000, and the page says so. The arithmetic does not depend on which numbers you choose, which is the point.

## Classes that do not ask anyone to drive the mountain road twice a week

The Amerat-Bausher link is the single most quoted difficulty of living here, and a weekly class should not depend on it.

### The mountain road stays out of it

A class that happens at home does not care whether the Wadi Adai corridor is moving. For a wilayat whose residents have spent years asking for a better link, that is the most practical thing online delivery offers.

### Free first, decided after

The placement class carries a real task and a real recommendation. No card is requested and no course is committed to until the family has seen how a lesson runs.

### Five to eight learners together

Group members are matched on level and goal. In a wilayat this spread out, a group can contain learners from areas that would never share a physical classroom.

### One to one for a fixed problem

A single teacher and a single learner suits an exam date or a specific project better than a group ever will.

### Eight lessons a month

Two live lessons a week, at a recurring time that is agreed once rather than negotiated every week.

### Set against Oman time

Oman runs one and a half hours behind India. School timetables, work shifts, exam periods and Ramadan routines all get discussed before a slot is fixed.

What a recording cannot do with a wrong total

A recording can explain largest remainder perfectly and still leave a learner unable to spot the problem in their own spreadsheet. What changes that is somebody looking at the learner's actual column, asking what it is supposed to add up to, and waiting while they prove it.

### Why do correctly rounded percentages not add to 100?

Because each value is rounded on its own, without reference to the others. Some round up and some round down, and there is no reason those movements should cancel. The sum of rounded numbers is simply not the same thing as the rounded sum, and no amount of care with each individual figure changes that.

### Can a learner bring a real spreadsheet from work or school?
