## What every Oklahoma school must provide under 70 O.S. § 11-103.6m

As set out on the Oklahoma State Department of Education’s computer science page, read on 17 October 2026.

| School level | What must be offered | What a family can ask (ours) |
| --- | --- | --- |
| Public elementary schools, including charters | Instruction aligned to the Oklahoma Academic Standards for Computer Science (OAS-CS) | In which subject or block is CS taught, and how often? |
| Public middle schools, including charters | Instruction aligned to the OAS-CS | Is it a course of its own or woven into other classes? |
| Public high schools, including charters | At least one standalone computer science course | Which course is it, and does a second, more advanced one exist? |

### Offered, not required

The summary places the duty on schools to offer. Whether a student takes the high school course is a separate choice, which is why enrollment figures matter as much as access figures.

### Every level, not only high school

Elementary and middle schools are included explicitly. A child can meet computer science in third grade, which is where habits such as debugging are easiest to build.

### Read the department FAQ

The department links a frequently asked questions document on the legislation. Families with questions about their own school should start there and with the district.

### Where outside classes fit

One standalone high school course gives a student a start. Students who want a second language, a larger project or AP preparation often need more time than that course has. That is the gap our live classes fill, alongside school and never in place of it.

The published figures

## Oklahoma’s computer science access almost doubled in four reported years

Two published sources, quoted without adjustment: a raw Code.org sheet released in 2025 and a College Board count of schools with AP exams.

| Year | Percent | Comment |
| --- | --- | --- |
| 2018 to 2019 | Dash (no value) | |
| 2019 to 2020 | 37% | First value in the series |
| 2020 to 2021 | 53% | |
| 2021 to 2022 | 64% | |
| 2022 to 2023 | Dash (no value) | |
| 2023 to 2024 | 71.5% | 334 of 467 high schools, reported by the State Education Agency |
| 2024 to 2025 | Dash (no value) | The first year under the offering law has no figure yet |

| Measure | Value | Source |
| --- | --- | --- |
| High school students enrolled in CS, 2023 to 2024 | 15,486 of 204,594, or 7.57% | Code.org (2025); student total from NCES, fall 2022 |
| Earlier enrollment shares | 7.3% (2020 to 2021), 4.7% (2021 to 2022), no figure for 2022 to 2023 | Code.org (2025) |
| Schools with AP exams | 273 in 2023, 297 in 2024 | College Board, School Report of AP Exams by State 2023-24 |
| Public and non-public | 244 and 29 in 2023; 268 and 29 in 2024 | College Board |

From 37% to 71.5% between 2019 to 2020 and 2023 to 2024 is close to a doubling, by our arithmetic. Two cautions. Every value predates the 2024 to 2025 offering requirement, so none of them measures its effect. And enrollment did not follow a straight line: 7.3%, then 4.7%, a missing year, then 7.57%. The sheet reports those values without explaining them, and so do we.

To cite these figures, use Code.org (2025). 2025 State of AI + CS Education. Oklahoma values on this page come from its raw sheet’s access and participation tabs; the dataset itself is not reproduced here.

Signature project

## Sort Oklahoma City’s parks by size and watch the top ten swallow half the acres

The City of Oklahoma City publishes its parks layer under its Open Data Policy. We downloaded all 169 parks on 18 October 2026 and used the Park_Acres field, which the city describes as the approximate size of each park.

| Rank | Park name in the data | ParkType | Acres | Share of all park acres (ours) |
| --- | --- | --- | --- | --- |
| 1 | Stinchcomb Wildlife Refuge | Nature | 967.9 | 15.0% |
| 2 | Open Space - K | Green Space | 404.4 | 6.3% |
| 3 | Hefner Golf Course | Special Use | 363.0 | 5.6% |
| 4 | Trosper Park | Metropolitan | 356.6 | 5.5% |
| 5 | Earlywine Golf Course | Special Use | 335.4 | 5.2% |

### Sort, then slice

Students sort the 169 rows by Park_Acres from largest to smallest and take the first ten. Our ten largest hold 3,562.9 of the 6,463.0 acres in the layer, or 55.1%. About six percent of the parks, by count, cover more than half the area.

### Mean against median

The median park in our sort is just 7.45 acres. A few huge sites pull the average far above what a typical neighborhood park looks like, the same pattern students meet later with file sizes, song play counts and city populations.

### Group, then sort again

Neighborhood parks are the most common type, 87 of 169, yet together they cover 712.1 acres. The largest of them, Lone Oak Park, has 122.5 acres on its own. Sorting within a group answers a different question from sorting the whole list.

The data has traps a sort will not reveal by itself. Two rows carry the type “Special Use ” with a trailing space, so a naive count reports 19 Special Use parks instead of 21. Nine park names also end in a stray space, which matters the moment a student tries to join this table to another. Stripping whitespace before grouping is the fix, and checking the count of distinct labels before and after is the proof.

A final judgment call: is a golf course a park? The city’s own data classes four golf courses among its ten largest sites as Special Use. A student ranking “the biggest parks in Oklahoma City” has to decide whether to filter them out and say so in writing. The city notes that private parks are not included, so every number here covers city-listed parks only. All acres and shares in this section are our calculations from one download, not official city statistics.

The 2023 standards

## Level 1 for everyone, Level 2 for future specialists

The 2023 Oklahoma Academic Standards for Computer Science, dated February 2023 and informed by the 2018 edition, as the department publishes them.

| Feature | What the standards say | In our classes |
| --- | --- | --- |
| Five core concepts | Computing Systems; Networks and the Internet; Data Analysis; Algorithms and Programming; Impacts of Computing | Each course names the concept a lesson serves |
| Elementary and middle | Grade-level standards from kindergarten through eighth grade, coded by grade, concept and subconcept, for example 3.AP.A.01 | Block coding and first typed code, mapped to grade |
| High school Level 1 | Grades K-8 and Level 1 standards are for all Oklahoma students | Python and web courses at foundation level |
| High school Level 2 | Designed for students intending to specialize in computer science careers or higher education pathways | AP Computer Science A, data science and AI |
| Development | Written by a committee of K-12, Career Tech, higher education and non-profit educators, with feedback from two public comment periods | |

### What the department counts

Its page lists the study of computers, analyzing and creating programming and software designs, studying hardware designs, researching usage in local and national context, and evaluating the impact on society.

### What it does not count

Teaching students to type or use a mouse, learning applications such as a word processor or slides, playing video games, and building or repairing a computer are listed as outside computer science education.

### AI alongside, not instead

The department publishes Emerging Technologies and AI competencies meant to complement, not replace, the OAS-CS, and notes it has not yet adopted additional AI standards legislatively. There is also Pre-K guidance with unplugged ideas.

Class times

## Central Time from Tulsa to Lawton

Oklahoma follows the IANA zone America/Chicago, which the tz database labels “Central (most areas)”.

### One hour behind the East Coast

Central Time sits an hour behind Eastern, so a batch that suits a New Jersey family in the late afternoon reaches an Oklahoma student an hour earlier. We confirm each Oklahoma class in Central Time.

### Teachers on India time

India keeps one clock all year, and that is where our teachers sit. Twice a year the US change moves the gap by an hour, and our schedules absorb it.

### The 2026 to 2027 change dates

Under the US rule in the tz database, clocks go back on November 1, 2026 and forward on March 14, 2027, in Oklahoma as in every other state that observes daylight saving.

Code it to see it

A short Python exercise prints the same class time in America/Chicago and America/New_York across November 1, 2026. The one-hour difference between the two zones holds steady, while the gap to India time moves.

## Oklahoma kept AI as a complement to computer science, and so do we

The department’s own framing is a useful rule for families too.

Ask an AI tool for the largest parks in Oklahoma City and it may answer from memory, from a web page, or from the data you paste in, and it will rarely say which. It will not notice the trailing space in “Special Use ” or ask whether golf courses belong in the ranking. A student who has sorted the 169 rows by hand knows exactly where those decisions sit.

That matches the department’s position that its AI competencies complement rather than replace the computer science standards. In our AI units, students first write the sort themselves, then compare an assistant’s version line by line and explain every difference.

An assistant that sorts faster is useful; a student who can tell whether it sorted the right thing is the goal. The longer argument is in [why learning to code still pays off](/blog/is-coding-worth-learning-2026).
