Note that the council area and the built-up area are different shapes: the local authority counted 362,308 people, while the ONS built-up area called Cardiff, drawn around continuous development, counted 348,535. Both are right, for different boundaries. Learners here span every stage, from a Year 3 pupil in Roath building a first game to a Year 11 student in Llanishen preparing for WJEC GCSE Computer Science, or an adult in Cathays learning data skills. A university and a museum ## From 102 students to a Russell Group university From Cardiff University and Amgueddfa Cymru, National Museum Wales. ### 24 October 1883 Cardiff University says it opened its doors that day as the University College of South Wales and Monmouthshire, receiving its Royal Charter the following year. ### 102 students At the start there were, the University says, 13 academic staff, 12 departments, 102 full-time degree students and 49 part-time students. ### 31,505 today The University now reports 31,505 students from 142 countries and is a member of the Russell Group of research-intensive universities. In 1893 the college became one of the founding institutions of the University of Wales, and it took the name University College, Cardiff, by 1972. In Cathays Park, Amgueddfa Cymru runs National Museum Cardiff, where admission is free with a booked ticket. We have no connection with either. We mention them because a capital city collects institutions, people and activity faster than its neighbours, which is exactly the effect the project on this page tries to measure. What a built-up area is The ONS draws built-up areas from satellite imagery around continuous development, so they follow the towns themselves rather than council boundaries. For Census 2021 it published a population for each of Wales's 579 built-up areas, rounded to the nearest 5 to protect confidentiality, and grouped them into five size classes. Signature project ## Is Cardiff as big as it should be? Zipf's rank-size rule says the town at rank r should have about 1/r of the largest town's population. Rank the towns Sort all 579 built-up areas by population, largest first, and give each its rank. Cardiff is rank 1 and Llandarcy, with 115 residents, rank 579. ### 2. Plot on log scales Plot the logarithm of population against the logarithm of rank. A pure Zipf pattern gives a straight line with a slope of exactly minus one. ### 3. Fit and compare Fit the line over different ranges. The ten largest give a slope of minus 0.999; the 54 places of 10,000 or more give minus 0.809. ### A capital bigger than the pattern The line fitted to the 54 places of 10,000 or more predicts a largest town of about 246,650. Cardiff's built-up area has 348,535, well above the line, which is what geographers call a primate city: a capital that draws in more people than its rank alone would suggest. Swansea sits almost exactly where Zipf predicts; Barry and Bridgend fall well below, squeezed perhaps by being so close to Cardiff. The answer depends heavily on the range. Fit all 579 places and the slope steepens to minus 1.259, because the smallest villages fall away faster than the rule allows. Fit only the top ten and it is almost perfect. A power law is only ever claimed over a range, and a learner who reports a slope without its range, or who fits the range that gives the answer they wanted, has not really tested anything. Testing a power law ## Five checks before claiming a pattern holds Learned on Welsh towns, used afterwards on word frequencies, website traffic, earthquake sizes, city populations everywhere and any ranked list that seems to follow a rule. | Check | What it looks like | What it prevents | | --- | --- | --- | | Define the units | Say whether you rank built-up areas, council areas or something else | Mixing boundaries that measure different things | | Plot on log scales | Look at log population against log rank before fitting anything | Missing a curve that a straight-line claim hides | | Report the range | Give the slope with the ranks it was fitted over | A pattern that only holds for the places you chose | | Look at the outliers | Name the places that sit far above or below the line | Averaging away the most interesting cases | | Respect the rounding | Remember counts are rounded to the nearest 5, which matters for tiny villages | False precision at the bottom of the list | The first check matters in Cardiff more than most places. The council area and the built-up area give different populations, and ranking council areas instead would produce a different list and a different slope. Neither is wrong, but a rule claimed for one does not automatically hold for the other. ### Younger learners Lining up towns by size with coloured bars and noticing that each step down the list is smaller than the last. ### Teenagers The ONS workbook read in Python, the towns ranked, log-log fits made over several ranges, and the outliers explained. ### Adults Power-law claims at work, from customer sizes to web traffic, tested over stated ranges before anyone relies on them. Why should a Cardiff teenager test Zipf's law? Because a ranked list hides a pattern, and the pattern hides its limits. Ask an AI tool whether Welsh towns follow Zipf's law and it may say yes with confidence, or no, depending on how the question is framed. The honest answer is both: almost perfectly for the ten largest places, much less so across all 579, with Cardiff bigger than the pattern predicts. A learner who has fitted the line over several ranges knows that a power law without its range is a slogan, not a finding. Zipf's law also sits close to the heart of modern AI. Word frequencies in any language follow it, which shapes how language models are trained and why rare words are hard for them; website traffic, file sizes and many network patterns follow similar power laws. Understanding the rank-size rule on real towns is a direct route to understanding those systems. Which is why programming is still worth a Cardiff teenager's time in 2026, in a capital that has outgrown its neighbours: patterns are easy to claim and hard to test, and knowing the difference is what programming with data teaches. Delivery ## Canton, Roath or Llanishen, from your own desk Cardiff is compact, but a live online lesson still saves the trip across town. ### Bay to the northern suburbs A learner in Butetown and another in Rhiwbina can share a lesson without either crossing the city. ### Welsh school years Years 1 to 13, the Curriculum for Wales and WJEC GCSEs and A levels, named as Cardiff schools name them. Lessons are taught in English. ### A free lesson that counts The first lesson teaches something real and ends with a recommended level, course and weekly time.
